So what has changed really? I have operated under a no-touch rule with my phone in the car and will continue to do so.
I set it to mobile hotspot, put it in the centre console and leave it alone.

As a non-driver, I thought mobile phones were 100% verboten already while driving. The "making contactless payments while stationary" strikes me as fairly stupid, like some weird legal non sequitur.

I assumed you couldn't use a phone while driving too
What may have changed is using the phone when stationary
Thought hands free might be up for negotiation at least

Hands free/voice command is not forbidden unless every modern car with voice command can no longer use the built-in features.
This kind of legislation really pisses me off. Most everyone I know already never touches their phone while driving. The only people I see using a mobile these days are white van men. Why not target them and stop the ever-mounting pressure on motorists?

When on the bike I have more time to see what drivers are doing Vans are favourite for phone use but I see car drivers to a lesser extent and occasionally, the most scary, drivers of big trucks

Is it mainly White van drivers or any other colour of van? One of the biggest offenders in my opinion are the police in their white vehicles they are always on their phones while driving, who is going to catch them ? And yes I see lots of multi coloured lorry’s (drivers) from other countries breaking the rules.

These days there is a need for a similar law for pedestrians crossing a street🤔

My phone is safely tucked away in my jacket pocket when in the car. The car display takes over the key functions once it locks onto the Bluetooth connection with the phone. But this looks like a distraction from the cost of living crisis. Populism at its worse.

My phone is tethered until I get about 15 m away from the house. Then the plug comes out!
