I have a small amount of CDs that skip on a track or two. Is it possible that a cleaner like this can really fix that - as per the spiel I've seen ? Any downsides like the CD being wrecked ? PROCARE DVD/CD Disc Cleaner and Reconditioner

I have a similar device that I bought years ago. I can't say I have noticed much benefit over manual cleaning, or any negative impacts come to that.

I had/have somewhere a similar CD restorer which has a mildly abrasive wheel and a cream to apply to the surface. It's effective in removing scratches and improving tracking.
It can do nothing, though, for missing reflective surface. If you hold some CDs up to the light you can see pinholes of missing reflective layer. Unrepairable.
