Yes, I agree, it seems very strange and contradictory.
Someone is making a £bundle at everyone else's expense.

The one thing that comes to mind...
A legal case is in the offing to extract vast amounts of cash from streaming or Spotty and others are sued out of existence.

I keep hearing that it's the sales crews at Spotify etc. who are creaming the profits. The companies themselves seem to be barely above water. Change of model required: get rid of the overpaid salesmen and increase the monthly premiums a little. Keep the artists in work.

If you own Bob Dylan's catalogue you can license "Just Like A Woman," to the next huge-budget rom-com, and "Shelter From The Storm," and "Desolation Row," to the next post-apocalyptic blockbusters. "If Not For You," can be featured on TV ads selling men's deodorant, and, well, he wrote a lot of songs.
Perhaps it's not so crazy? Licensing is where the payback will come from. Then there's the "Bob Dylan Bootleg Series, which is up to around volume 17 I think. Huge, expensive, numbered, and exclusive box sets are looming, as are "special editions" that encourage people to buy the albums they already own just so they can hear that 43rd unreleased take of Leopardskin Pillbox Hat that His Bobness recorded in the toilet at Sun Studio in Memphis. {The reverb is, like, unreal, dude.}
There are ways of making money once you're not constrained by pesky little things like, oh, I don't know... artistic integrity?
