The idea is to provide a better realised input impedance for sources running into a passive volume control. Most passive attenuation devices have impedances that are not idealised for the source output.
It also does conversion between XLR and RCA inputs if you need it.

Passive sucks, quite literally. In some cases it's appropriate, but in audio chains usually not.

That's potentially a useful product at a sensible price if I decide to stick with my passive.
I've become something of a convert to passives in recent months but I haven't tried a good active in my new system so can't say for sure which way I will go ...

If you have sufficient gain in the system you should be able to get away with it. From what you've posted you haven't got sufficient gain for some recordings.

If you want a unity gain buffer with some more gain, you need a... preamp.
