I'd pitch Mike Patton as being fairly distinctive across a broad range of work. Not out there but you always know it's him. It's a shame that Ipecac vinyl pressings are never that great. Current fave being Mondo Cane with him doing covers of 50s/60s Italian pop with orchestra.

How about David Sylvian?
I remember playing an album of his around 1991. My flatmate Don raced into the room, screaming abuse. Ended up, he thought it was a tape of his, singing. Red faced, he left the room.
I'm still not allowed to play Japan or David Sylvian at home.
