I was listening to Alt-J's An Awesome Wave last night and realising just how distinctive and unusual Joe Newman's vocals are, pretty much hiding any locality. In fact, he could easily be from abroad.
Another is Beth Gibbons of Portishead, who in their second album Portishead sings like a demented witch much of the time.
Who can you think of that sounds not just slightly different but way out there?

I agree on both of your choices, Martin and would add these.
Macy Gray is the first choice and has a male like voice, and Duffy’s voice is very unique.

Macy Gray and Bjork I can agree with. I don't think the others qualify as sufficiently 'out there'.

Macy Gray and Bjork I can agree with. I don't think the others qualify as sufficiently 'out there'. Ah, but as the "there" in "way out there" was undefined, I got to choose, and I chose the far end of individuality, as in nobody else sounds (naturally) like those people.

That's maybe my fault, then.
I was driving at 'highly unusual' rather than just 'recognisable'.

Diamanda Galas. Terrific album she did with John Paul Jones. This is her at her most...commercial. Think Nina Hagen on PCP... Do I win five pounds.

I will agree with Diamanda Galas (awful), Liz Fraser (always liked her) and Liza Gerrard (wonderful).
Mike: I was looking for 'highly unusual'.

Poly Styrene
John Martyn
Mind you, if you've ruled Tom Waits out these are probably far too "normal" as well.

Edited Howard Werth, Peter Murphy, Peter Hammill, Bonnie Prince Billy (Will Oldham), Viv Stanshall, Captain Beefheart, Roger Chapman, Chris Farlowe, (some tracks with Colosseum certainly are), Mark E. Smith, Chris Cornell

I could offer Chris Isaak as his voice is pitched unusually high for a man.

Barry White - his extremely deep voice is really quite distinctive.
