Can anybody the relevancy of stiffening a power supply. Is this the process of getting a better controlled voltage level to specific components, or improving the accuracy of the sine wave? I'm grasping a straws

Stiffness relates to how reluctant the power supply voltage is to sag under the pressure of current draw variations.
The stiffer the power supply, the more impervious it is to voltage sag. This implies that its output impedance is very low and consequent noise performance will be improved. Stiff power supplies nearly always result in improved audio quality.

As Martin says, it's output impedance. Both for a continuous current draw and also for very short term instantaneous current draw. Depending on the design and purpose these two figures might differ hugely.

Not headroom, but as I described above. A big V8 is like an oversized PSU. A small PSU with a low static and dynamic output impedance can be better. Just putting in a huge PSU is not the answer.
