These are the Websters dictionary definitions
shill (ʃɪl)
n. 1. a person who poses as a customer in order to decoy others into participating, as at a gambling house. 2. a person whose praises, endorsements, etc., are motivated by self-interest. v.i. 3. to work as a shill: to shill for a large casino.
I understand that "self-interest" need not be percuniary and can be through allegiance i.e. loyalty or devotion to some person, group, cause, or the like.

Shilling has been the bubbling problem on most forums along with the development of in-crowds and the associate bullying.
An enthusiast likes something and tells people, he has no other motivation. A shill may like something or not but has other motivations for promoting it. This can be money, equipment loans, or simple friendship and wanting to help someone or a company.
It is often hard to differentiate and sometimes it is easy. Vigilance is required so that a forum is not dominated by the profit motive. basically there are people who want forums just to become extensions to the corruption we see on the paper magazines, we have an opportunity to make it different.
