I spent a few months on and off trying to figure out why I could not get SB media server to fire up properly on the laptop that I wanted to start using for AV. It works fine on my old music server laptop. The sticking point were port 3483, 9000, and 9090. A quick search on the net showed up loads of other Touch users with the same issue. Successful solutions were thin on the ground. But then I had the bright idea to look at what version of the mediaserver software I was having success with. It was 7.7.2. So Did a quick search on my back up drives for it and luckily I still had a copy. I installed that earlier on today and my ports are now working . So if you run into the same issue, take note.

Port 9000 is the http interface for the server program. My server is on 192.168.0.16:9000 from a web browser, and that largely is what I use to control the Squeezeboxes on my home network.

Another thing to consider is clean installations of LMS. It's not unknown for there to be residual problems when updating from one version of server to another. When changing to a more recent version of LMS it's advisable to uninstall the previous version, then do a clean up on the machine with CCleaner, reboot the machine, and finally install the new version. I've had issues in the past with things not behaving after a server program upgrade, and a complete removal and clean up/reboot usually sorted any problems.
I haven't had to do any of the above for a good while now, but that's because I have my server running on a NAS box, and the NAS box has a manufacturer supported version of LMS on it. It doesn't get updated very often, but it's extremely dependable precisely because it doesn't get updated all that often. My server version is 7.7.1, and all the processor intensive functions have been removed, so there's no resampling on the fly, and there's no transcoding either, which means no Apple Lossless playback, or Monkey's Audio or Wavpack for that matter, which isn't an issue for me as 99% of the files on the server are FLAC. My server dishes out 24/192 FLAC files without any problems, which are handled on the Touch player because it has the EDO applet installed, and the DAC I use does 24/192 .
There's a lot to be said for not needing increased file type handling capability.

One thing that I liked about W7 was that it was a simple step to connect ad hoc to the Touch. Doing it in W8.1 is a lot more complicated. But once I got that working I was back to my far more reliable wireless stream between Touch and laptop. Beats my regular wireless network connection and is just as good as my wired connection as far as I can tell.
