I discovered by a happy accident that I'm already using 'bias lighting' as it's called, to improve the perception of contrast and reduce eye strain when watching telly. If you haven't come across the concept before it's a very cheap upgrade to your HD TV performance by putting a kit of LED light strips behind. We handily already had a downlighter behind the TV which actually does a very good job with all other lights in the room turned off. I'm doing a little tweak by ordering 6500k daylight bulbs as recommended. www.howtogeek.com/213464/how-to-decrease-eye-fatigue-while-watching-tv-and-gaming-with-bias-lighting/

Philips have been selling Ambilight TVs for years and I tried it with a previous TV using LED strip lights to some success. I find with our current LG 4K OLED LG that the picture is so utterly natural when set correctly that we don't get eye strain. We have three low power standard lights on in the room so we never watch in extreme darkness.

Tried swapping our downlighter bulbs for 6500k daylight balanced and didn't like it at all - feels very strange for evening viewing! Mind you it took a while for my eyes to get acclimatised to the warmer bulbs which seemed bright yellow at first. If I can be bothered I might see if there is a colour temperature available that splits the difference.

Or you could buy "smart" bulbs which would let you change the light level, colour, and colour temperature from your phone.
