Hi Tim
That's an extremely odd analogue meter. I'm not sure I've seen such a scale. The scale says Volts DC but it also confusingly says 'db' above it. Could it be set to the wrong scale?

It's a bit odd. I would have expected the Volts D.C. scale to be linear and the db scale to be logarithmic.

Me too, but if 'db' is really decibels, relative to what?

I guess the primary function was as a dB meter, reading the output of a logarithmic amplifier. The voltage check would need a series resistor to read correctly.
The small text at the bottom of the meter face is obscured in the photograph, what does it say? Try connecting via a resistor of (say) 33K or 68K and see what it reads.
