It could also be different silvering process or amount, affecting reflectivity.

I strongly suspect that the glass masters are the cause of the differences.
When Pink Floyd released the P.U.L.S.E. album the glass masters were sent out to various pressing plants by EMI. The entire process was overseen by Floyd's go to producer/mastering engineer, James Guthrie. I've never seen a post anywhere about discs sounding better from different pressing plants. They all had the same glass masters.
My copy of P.U.L.S.E. was purchased from HMV Vancouver, not long after the album was released. The packaging of the Canadian CDs was better than the UK packaging, and the flashing LED circuit could be removed to change the battery on the Canadian one too. The UK version was fixed into the packaging, so when the LED went out that was it.
